unfortunately the Local API in the UK and all other EU countries is not yet public.
So the reason for you not being able to find it is because there is no - at this moment.

whether or not Yahoo! is too US centric is hard to say - and lately more and more innovation is driven from EU and UK in specific. A lot of Answers features as well as some web search innovations are built in the UK. Thats rather new and 2 years from now there was no big engineering team in EU as we have it today.</description>
